Wouldn't it make the most sense to have the DNS for NTP clients and web clients in a separate namespace? That is the real source of the problem, and changing it would solve the problem almost entirely.
I think pool.ntp.org will *always* have to be the global pool for NTP clients, but surely www.pool.ntp.org can be moved, can't it? Perhaps something like "pool-project.ntp.org"?
