Philip, As you are dealing with serial communications-type signal levels, 50 - 100 feet should be fine. You /may/ need to put some filtering at the GPS-18 end, depending on the RF environment.
The delay is negligible, so not offset is required. If you can't get a full hemisphere view of the sky, a southern-facing orientation would be best. By the way, some windows are not very transparent to RF.
