You could run the ntp_clients script from
http://www.schlitt.net/scripts/ntp/ during a peak, and then do a whois
lookup on, say, the top 10 IP addresses.

Ask says it's been tried, to no avail.  I wonder if "we" have tried to
approach Türk Telekom in Turkish?

I also wonder if anyone has compiled — or know how to find — a list of
all Türk Telekom's IP blocks?  I'd like to cut them off at the
firewall.

In an earlier message I found

  ·  81.212.0.0/14
  ·  85.96.0.0/12
  ·  88.224.0.0/11

Is that list exhaustive?
