Yes, your observation seems to be correct. And relatedly, it appears that no updates have been made to pool.ntp.org nameserver zones for a while. I was already wondering why my own server hasn't been in the global pool.ntp.org zone for at least the last 24 hours. On the other hand, some servers have been in the pool.ntp.org zone for all this time, see http://ntp.xbsd.pe.kr/mrtg/ntp.hypercube.pkts.html for example.
