No, those are just crazy clients.

It's nice enough to serve them (port 37 anyway), but I wouldn't  
necessarily encourage it.

I can't imagine what someone connection to tcp 123 expects.  :-)

As for the load, you probably measured during a "peak".   Those will  
be smoother in the not too distant future.
