And, if all pool users were in California, behind the same link as the monitoring server, it would be doing a bang-up job. As someone pointed out, though, there's a big gap between 5 and 20, so occasional flakeouts don't hurt anything unless someone is foolish enough to try to draw distinctions based on small differences in score - or unless the score is already marginal. Still, though, it will act as a slight bias against hosts (topologically) farther from California. I don't know how much work would be involved in setting up a network of monitoring hosts around the world.
