Yes, there is an asymmetric delay caused by using an ADSL line. However,
this really isn't that much of a problem. 

When my computer was in the pool, I initially syncronized using some public
strata 2 servers. By examining the offsets seen by the pool monitoring web
pages, my computer was serving good accurate time with with an observed
offset close to 0 milliseconds.

Later, I purchased a Garmin GPS 18 LVC for use as a time source. After
attaching it to my computer and making it my preferred time source, I then
started seeing a consistent 8 millisecond offset from the public NTP servers
on my computer, and the same 8 millisecond offset was observed from the
pool monitoring pages.

So my conclusion is that in my specific case, yes the asymmetric delay in
my ADSL connection to the internet resulted in a systemic offset of time
in my own local network. However, that offset is canceled by observers out
in the public internet.
