I personally don't see the point. But maybe it's just me :)
My stratum 3/4 servers easily stay within .5ms normally from an  
accurate source, and I haven't seen any of mine vary more than 3ms.  
It's more likely to cause more unreliable sources to be added than  
accurate. Plus, I dunno if anyone has done stats on this, but I  
haven't been able to sync two ntpd servers closer than .2ms over  
gigabit switch. I won't say I have a good benchmark setup for this  
though.
