I was sort of correct on this issue, but it's a bit more complicated than 
the way I described it.

I read through the RFC a bit, and read the 'ntpq' man page where it 
describes the tally codes.  Ntpd does make use of up to 10 servers, but only 
after they've been sorted by synchronization distance, which is the root 
dispersion + 1/2 the delay.  Ntpd will poll all servers listed in the 
ntp.conf, even if you have 50 (!).

Having 10 or 12 servers in your ntp.conf really doesn't hurt anything, 
except maybe bandwidth, but it's so minimal anyway that it's not worth 
worrying about.
