You will need to update your timezone definition files to include a new definition for your timezone. Probably your Linux distribution has an update available for download. Once you have installed that, the timezone offset will be correct and your time is OK again when synchronizing with NTP.
(ntp itself knows nothing about timezones and always uses UTC/GMT) Rob
