Did you ever see a higher load? I've seen a dropoff from a few years ago, which I always attributed to more servers in the pool. But it was not an enormous dropoff... total bandwidth used by ntp is never more than a few kbytes per second. I'm in the US, and certainly most of those complaining about not having sufficient bandwidth seemed to be in Europe. My personal comment: trying to use KOD or not replying to the bozos tends to actually increase the most obnoxious ones' poll rates.
