I have discovered an issue that affects anyone who runs ntpd on an OS
that uses the BIND resolver library *and* uses the pool servers.

(to clarify, not directly an issue for the pool servers themselves, but
definitely for anyone who uses them; however, this may over time result
in sub-optimal access patterns for pool servers)

It appears that the resolver library that comes with BIND 9.4.2, unlike
previous versions, has a per-process DNS cache.  This means round-robin
DNS no longer works, and you have to use [123].region.pool.ntp.org in
your ntp.conf, or you will end up with just the same server several
times over.

At present, this affects anyone running FreeBSD-CURRENT newer than mid-
December or so, and anyone running FreeBSD 7.  I'm not sure which other
OSes it affects.

I will try to follow this up with the appropriate FreeBSD people to see
if this can be corrected before or immediately after the 7.0 release.
