If you switch the window to "last 24 hours", there seems to have been some widespread problems between AT&T's backbone and just about everyone else. We noticed a lot of slowness here as well with a large sampling of sites, and we use Cogent for transit. FWIW, Ask's domain seems to be just off the NTTcom (formerly Verio) backbone.
