ntpd is very aggressive about "throwing out" servers that seem to not have the 
right time.

It doesn't mean that the thrown out one is actually wrong. In fact after each 
and every poll, ntpd will recompute who it thinks outliers are and they might 
change nearly every poll if they're all about the same.

The more servers you have configured in, the more likely it is (and the more 
often it will be) that some are thrown out. That's just the way the selection 
algorithm works. In fact if you have a lot of configured good servers and 
they're all about equal then even actual good ones will occasionally get marked 
as outliers.
