Yes, in response to "symmetric active" from unconfigured "peers"
when not authenticated.  Typically Windows clients I believe.
If authenticated, or if authentication is disabled, ntpd will
respond with a "symmetric passive" packet, and will establish
an association visible in ntpq.

"ntpq -p" will tell you what it is peering with.
