On small home firewalls it should be possible to track the offset per tcp 
connection (with masquerading, you're tracking every connection anyway, so 
the additional overhead is just 8 bytes storage and few dozen instructions 
per packet...) so you could actually limit ACKs to bandwidth in bps.  No 
idea if that code has been written...
