That's a "network utilization factor" of 0.00017 of your network capacity being 
used for NTP.

For 1.08 that's a network utilization factor of 0.00087.

At the low utilization factors we're all seeing, distributing pool nameservice 
by bandwidth seems like an easy but not important metric.

If the utilization factors got up to 10 or 20 percent, then scaling traffic by 
bandwidth would start making sense.

It's pretty silly, IMHO, to go to great efforts to serve the boneheaded clients 
that all poll at the top of the hour. They're boneheaded clients with a 
boneheaded poll pattern.
