That very well could be normal, if there are not many other pool
servers near you.
The first thing I would do is select a lower bandwidth on your server
config page for the pool.
But if there really is very very few servers than that still won't help much.
Here in the usa, set to gigabit I'm getting about 300 per second, with
spikes up to around 2000 every now and again.
