Eeeerrr... are you sure? AFAIK the selection algorithm prefers
the lowest possible stratum refclock.

No, the selection algorithm doesn't care. Why would it? Just because my computer claims to a stratum 1 server synced via RND doesn't mean it knows what time it is.
