    Pesident Bush has finally found the balls to start making
    recess appointments. He's taking the advice I gave him over a
    year ago. If I understand the Constitution correctly, Judge
    Pickering may now serve for up to a year without Senate
    confirmation. The Senate must then vote up or down to keep him
    on the bench.
