    Timo had the answer !!     And " I " was making a spelling mistake. Correct 
command line was:

tcc "Run Program in Custom Console Window.c" -ladvapi32

I was using "-ladvapi", by mistake.

 SUPER !!!!   SUPER !!!!  SUPER !!!! 

I am excited !!!!.  

My real file that sets up a custom console registry key, and starts up another 
program 

went from a "PellesC _exe" of 30 kb down to a "tcc _exe" of 4 kb !

Wow !!!!  Tiny C is fantastic !!!!
