I'm not sure what the Administration > Configuration > User > Define Users item is for, but I always use instead Administration > Users > Users and double-click. > As a workaround I have inserted a new user directly with pgAdmin; the table > to look for is res_users. At Administration > Users > Users / double-click you can also choose Form > Import data... for user import by csv file.
