I still have some problems with the previous answer. It works only if I want to change my language, but if I want to setup a language for a user, it doesnt work. I also find somewhere in the doc that "An administrator can also change user preferences (including users' language) in the Menu: Administration > Users > Users. He has to choose an user and click on the preference icon. ", but I am still looking for the preference icon...
