Try the wiki on tiny erp site there is full instructions for windows
installer including the problem you mentioned or similar

Hello,
tried to install Tinyerp using the windowsautoinstaller.
But after starting the tinyerp server and the client the client tells me:
Could not connect to server
When opening pgAdmin I notice that only one database has been created
called: postgres
So I think the autoinstaller did not create the demo database???
Could someone tell me whats the problem?
Cause I could not find any installation manual for the windows
autoinstaller.
