When you create an attachment it ties to the main record on the form-view you're on.
You should display the form for the event and attach it there, but right now I wonder if this event form exists on the main menu.... I suggest you create an action (new in 4.2 replacing the former "relate" option on the fields), to trigger the opening of a new window with the partners events. you could attach files there.
