Hanine,
in my opinion, the design is fine.
The default installation of the GTK client will allow you to create/delete
databases in the server using the default superuser's password ("Admin"), and I
think this is necessary for the initial deployment.
After that, you just have to make sure that you change the superuser password
so only those people with the password can create/delete. The menu item is
still visible, though.
