I have pointed out out this matter long ago.

much/most of the accounting and reporting stuff is NOT real time but runs with 
a delay of some days/month for past periods/fiscal years.
Even one of the best organized companies I know needs 
*about first 4 hours of the first working day of a new month to close the stock 
accounting.
* 2-3 days to close cost accounting
* some 20 days to close financial accounting due to the fact that bills of 
suppliers do arrive with a certain time lag. 
** I just want to point out the fact that for VAT refund it is necessary to 
post the relevant bills in the correct period. - In Austria we can do this up 
to about 45 days after the end of a period/month/year. And it is in the 
interest of every company to get tax refund as early as possible. So for this 
reason you keep periods open as long as possible.

So it is really necessary to allow the user to set it's 
working date = period = fiscal year.

obviously this "working date" does not apply to real time applications as
* current time sheet (even though I often find it necessary to enter yesterdays 
data for things I did "offline") 
** BTW most users struggle to find their "old" time sheets if they have 
bookmarked the "current time sheet". for this reason I suggested to implement a 
search function for the menu (like OpenSuSE menu)
* CRM (eventually except for "offline" activities)
* Mail
