I completely agree with you. My complain it is that, besides not having socialized the migration scripts months ago, they announce to put the migration scripts inside a 'Shared Funding Project' just when the stable version 5.0 is out, after people have spent efforts for months in testing the RC versions, translating, reporting bugs and bugfixes without imagining this change in the migration scripts releasing. And also the effect that can have this decision in next versions of OpenERP. The community will help when a major release will be cooking? OpenERP has done in last months an important openness effort that I want to congratulate here. But this decision goes to the opposite direction.
