Hi. The challenge is that the contents of library.zip appear to change with different versions of OpenERP. I personally go around it by manually re-packaging library.zip with correct Python modules. However, this is no mean task esp. if you have to do it for each release.
So, for now, only safe way to upgrade on Windows is just un-install (old) and reinstall (new). However, if someone (release managers) can shade light on process (and the tools) of creating (packaging) allinone we can take it up as a community project to create an 'all in one' zip that will make upgrades easier on Windows.
