If you want to start with basic functionality only, create a database and 
select 'minimal profile'.
Then start developing your modules. Later if you need some features from 
existing modules you can install them.
So basically openobject and openerp are the same, at least at present time...
But if you have an app built upon openobject without any ERP features 
(accounting, sales/purchases management etc) wouldn't be correct to call it an 
ERP. anyway those features will be availlable to install with a few clicks...
