2. There are Dutch contributors, also grouped as community groups, that follow 
the accounting rules for the Netherlands. I am one of them.
For Belgium, Tiny itself and Belgian contributors are following this area.

3. Can only speak for myself, but I don't know any accountant yet that use 
OpenERP or advice OpenERP to clients. The problem is that accountants are payed 
by the commercial software vendors, when they bringing a new customer to the 
commercial vendor. 
That is likely not going to happen with Open Source software and they will miss 
there fee.
Second reason is that the accountant mostly will get the most advance version 
for free from the commercial vendor to support his client that is likely sold 
the same (less advanced) software.

The main reason an accountant will advice new customers to use Open Source in 
general will be the free availability of the software, resulting in less costs 
for his client. Nowadays more clients are complaining about the (high) 
accounting costs, this could be the turn is advising (and using) Open Source 
accounting software.

As more clients now choosing OpenERP resulting in inhouse bookkeeping they are 
forcing the accountant to support him at his own accounting system.
