This thread is a bit old, but I just ran into the same problem in OpenERP v5.0.0.

To clarify, the symptoms were that I would configure a "kit" product as make to order and produce with a phantom bill of materials that lists the kit contents. When I create a sales order for this product, I would get a packing list for the individual items in the kit contents (exactly what I wanted), but I also get a production order for a kit. Completing the production order would consume an extra set of kit contents and produce a kit in inventory. This occurred when I had the mrp_jit module installed. If I created a new database without mrp_jit, the problem went away. Uninstalling the mrp_jit module did not seem to solve the problem. I guess I won't be using mrp_jit.
