To my knowledge, having a global discount is not supported by the standard modules in OpenERP v5. There used to be a community addon for this in v4.2, but it has not been updated, and it's complex and unreadable and I gave up making it work.
As a workaround I wrote a small addon to add a rebate on sale orders with a wizard. It adds a sale order line with a negative price but it has severe limitations (only 1 tax per product), and OpenERP does not behave so good with negative prices. There is a need for a real support for global discount but it's complex. I'll look into it for my customers though, so if they agree I'll publish a module in a few months.
