I would suggest to have a look at training modules for OpenERP:

They manage everything related to courses and training institutes (not 
elearning, mainly paper based courses):
  - catalog and courses session definition
  - PDF print of the catalog of training
  - sessions planification
  - subscriptions to courses
  - retro-planning for course organisation (tasks to do)
  - automation of all email communications: subscription confirmation, mails to 
suppliers, invoices, ...
  - portals:
      - students: check subscription, get certificates
      - teachers: exams correction, training material, requests for training
      - suppliers: orders of syllabi, lunch foods,
      - partners = companies that train employees: invoices, employees' results
  - evaluation of teachers
  - training material (through document management system)
  - exams management, printing and subscription
  - invoicing
  - scan of papers for exams correction and evaluation of teachers (still in 
developments)
  - courses presences/participations
  - all processes for managing a training institute
  - integration with timesheet, project management, invoices, document 
management, analytic accounting
  - lots of statistics on customer services, business development teams, 
courses profitability, etc.

I think it's a good idea to integrate Moodle with the training modules of 
OpenERP. We plan to merge these two branches in addons-extra in a few weeks. 
These modules are already used in production at our customer location. But the 
portals and the automated scans of evaluations and exams are still under 
development. (portals are nearly finnished).

If you don't plan to integrate Moodle with these modules, just let me know and 
we will do the work, based on your module.

Some suggestions:
* I think students are contacts, not partners. Partners are the companies of 
the students (the one who pay the invoice). (based on base_contact ?)
* I think it's very important to synchronize with XML-RPC calls, not with SQL 
queries. (because Moodle is most of the time on a web server and Open ERP may 
not be on the web server)
