Pleass DO install the rpm.. Always try the easy method, first.

The correct path for OpenSUSE is /usr/share, too. The /usr/local one is only 
used for files that you install *without* rpms.

The message:
 socket.error [Errno 97] Address family not supported by protocol 

means that you are not specifying a proper IP name or address for the host, 
like "localhost" or your server's name.

Another explanation (but unlikely IMHO) could be that some python-/tcp/ module 
could be missing. The rpm installation would have warned you about that.
