This is not the case. The basic Open ERP enables you to create a form layout in 
OpenOffice (using templates in .sxw format, an old version of OpenOffice 
document that remains supported by later versions of OpenOffice). 

Then there's an sxw2rml converter within Open ERP that enables you to create 
rml templates from sxw that Open ERP can actually use (which it does by 
plugging real data into the template).

The downsides of this are that you have a development cycle delay (typically 
several seconds, perhaps a minute or two - depending on your setup, between 
creating the OpenOffice template, downloading the rml template to a running 
system and seeing real data) AND you have to work out the names of all the 
available fields.

The plugin gives a shorter turnround and shows you only those fields that you 
have available to you.
