Easy,

pg_dumpall > backup.sql

If you're on a linux box you should stick this in a cronjob. Save this code
into /etc/cron.daily/backup-pgsql

#!/bin/sh
test -e /var/backups/pgsql || mkdir -p /var/backups/pgsql
echo "start pg_dumpall"|logger -t backup-pgsql
/usr/bin/pg_dumpall > /var/backups/pgsql/daily.sql
cmp /var/backups/pgsql/daily.sql /var/backups/pgsql/daily.sql.0 || \
  savelog /var/backups/pgsql/daily.sql

make sure it's executable of course:

chmod +x /etc/cron.daily/backup-pgsql
