Nevermind... I found the problem with the base_vat module. It turns out I wasn't formatting the VAT ID as expected by the validation routine. I had expected that the validation code would examine the country property on the partner.
It turns out that it expects the VAT ID to be prepended with a two letter country code. Something which I didn't find to be obvious.
