I saw this issue using Ubuntu Lucid Lynx and the source distro. The problem was database authentication, Ubuntu requires the postgres uid and system uid to match. Bear in mind that the web client won't ever tell you this issue, and neither will the server, so suspect a DB problem once you've eliminated the obvious network issues.
