I assumed that you use the lovely microsoft(by your name ;)~),
Firstly, you need to uninstall everything you've installed.
Then try reinstalling again,
I usually use the installer from www.moteiv.com , check the support page and Moteiv TinyOS Installer for Windows.
after the installation is finished, try update by using cvs
