I have to correct you, because TelosB and Tmote Sky does NOT do any
packet rewriting.

The mica2 packet format is not used, and has never been used, for the
TelosB and Tmote Sky platforms.  It has only been used for translation
from micaz, as David Gay correctly discussed.

You're right. I should have re-phrased the sentence:

... which *can be used* for the same reason that crossbow had:
"single packet format at the host-side tools."
