What version of cygwin are you using?
This is exactly what happened to me when I tried to
update to 1.2a as was purported to be necessary for
TOS 1.1.14. The trusty old UISP stopped working with
that error. I thought it was due to my using a USB
converter but perhaps it is more endemic.

I just backed out to the old cygwin and TOS1.1.10
but I don't know what was required of cyg1.2 because
my TOS1.1.14 seems to compile ok in the old env...

I keep meaning to go look at the cygwin forums to
see if there is any more info on this.

I also tried increasing the timeout value in Serial.h and recompiling
and reinstalling uisp. I've read in some forums that this could be a
solution. However I still get the same "Programmer is not responding"
error.
