That call sets the ADC clock pre-scaler and changes the amount of
time needed for a single conversion. The 'rate' argument can be
from 0-8 where 8 is the slowest (if memory and my code comments
serve...). When set to 0 there is no pre-scaling and the conversion
takes about 15 clock cycles, at 8 the conversion takes something
like .3 milli-sec (again relying on my own memory devices).

Look up the ADC stuff in the controller spec-book for details.
