You should not use LocalTimeMicroC for general purpose timing, because
on Telos/Tmote platforms the timer stops counting when the
microcontroller goes into low power mode.  Use the LocalTime interface
provided by TimerC, instead, which provides time from the 32 kHz
clock, which never turns off, and provides ticks in those units
(1/32kHz).
