I had a similar problem with my micaz motes: using the MakeXbowLocal file didn't had any effect on the power...
So I tried (like Diego said) "call CC2420Control.SetRFPower(X)". The result was a much shorter communication range :)

We have had the same problem, but met with little success in attenuating the
signal, though we are using MICAz, not MICA2. You can change the power setting in the MakeXbowLocal file, but
we've found that the range even an min TX power is too large (the motes
still hear the occasional message at 60 feet!) We're thinking about trying a
new antenna.
