We ran into this problem when testing the release. The way I solved it was to download the nesC source and compile it on my cygwin machine. Nobody else ran into the issue, though, so we assumed it was due to my very old cygwin setup. For me, though, the DLL it had issues with was something like "MSVCL.DLL."

Kristin, it sounds like there's an issue with the Cygwin nesC RPM. Can you take a look?
