I think cygwin\usr\local\avr\include\avr\iom128.h
is the file you are looking for. It contains these:
/* Timer/Counter 3 Control Register B */

/* Timer/Counter 3 Control Register A */
#define TCCR3A _SFR_MEM8(0x8B)
/* Timer/Counter 3 Control Register C */
#define TCCR3C _SFR_MEM8(0x8C)
But no TCCR3 all on it's own. Is that the real register name?
