Unfortunately, the paper is not specific enough in where that cost goes. 132 symbols is 1.8ms. That seems high; I've been able to transmit full packets at 600Hz (1.6ms) when backoffs are enabled. Also, there's the question of whether they are generating a new full packet and sending it (slow), or if they are using the hardware functionality the CC2420 provides specifically for this purpose, the SACK strobe register (fast).
