It means that the directory that contains motelist is not in your PATH.
Unfortunately I don't know where it is, but you could try a file search
under tinyos and see. Also, it is a "real" program and not a java class?
If it's java you need to run it differently, e.g.:  java motelist
and have all the right CLASSPATH set as well.

Commands such as lsmod don't work in cygwin...
