Hi,

I also came across this problem during a recent installation of TOS on my new
machine and I found the problem can be solved by reinstalling gcc.

To do this, you simply need to run cygwin's setup.exe again. In the 'Select
Packages' screen, look for the packages that start with 'gcc' and set them to
'Reinstall'.
